The website was unreachable yesterday for most users. There were no administrative changes during that time period. I put in a ticket to the webhost (IPS) and this was the relevant part of their response(s):

Hello,

Your account has been moved to [a new server]. It will take 3-4 hours for DNS to fully update and the site to resolve properly for all users. The issues yesterday afternoon and last night were database related. There were queries locking which were causing the server to stop responding. We believe the server was simply overloaded and that relocating your account will help resolve the issues for both you and the other users on the server.
