It was always meant to be the chamber of deliberation, where all members were equal and could craft policy irrespective of party. Sadly, it doesn't always work like that. I would normally agree with you, except that term limits don't work the way that they are supposed to. Instead, they tend to give lobbyists MORE sway, not less. With term limits, consider the disadvantage when you have LOBBYISTS in the field for 30+ plus years and senators that are permitted only three terms. I personally believe voting is very important, but people would actually have to get off their asses and do it, which the majority doesn't. The only reason I believe in term limits is because you get people like Ted Kennedy and Specter who don't do shit anymore then push their own agendas.
