Legitimate news outlets tend to shy away from deformed animal-birth stories except on really slow news days. Could be a hoax, but that is an actual deformity that occurs in sheep, goats, and cattle. Here is a Chinese piglet with the same type of deformity. One of a group of facial/brain defects caused by a wack sonic hedgehog protein. Interesting discussion of sonic hedgehog-related deformities in kittens here (warning: lots of pix of hideously deformed kittens... worse the farther down the page you go).
