even a socialist like me has to applaud a local Tea Party group for this: the Warren Tea Party has submitted more than enough signatures (if validated, of course) to force a proposal onto this November's ballot that would create council districts there. Right now, almost half of Warren's residents live south of I-696 - but not one of the 9 city council members does.
