Evading being served is against the law ...

That's what this sounds like. I would call them back on a blocked number (*67 your number, or someone else's) and agree to meet person in public with family or friends present.

I would also ask the person why USPS service is not an option ... (usually it is, unless for some reason this case is requiring an in person service).

It is odd they haven't been back. All they need to do is knock, ask you if you are, so and so ... give you it and leave. And they have processing deadlines.

I wasn't evading I simply was not home at the time. And I am not setting up an appointment to meet someone who will not give me their full name, address of company they work for or who refuses to give me any information about what this is about over the phone. Far as I know I own no one name J.D any money. Also the paper did not have my last name printed on it so how would I know for sure if they are looking for me or someone else with my same fist name. Nope, I am not falling for this. All these things tell me that something is just not right.

My suggestion would be to call the police.  Technology is a bit more advanced than it was in 2010 when this thread was started.  Please keep us posted.  This could be a dangerous situation.
