What in the bloody hell is an emissary ?

Good question, surprised no one else asked in general:

emissary (n.) 1620s, from Fr. émissaire (17c.) or directly L. emissarius, lit. "that is sent out," from emissus, pp. of emittere "send forth"

In terms of DGN just think of it as a moderator, with the expectation that they are out in the real world regularly (its hoped that all mods are, but emissaries have it spelled out in the job description.)
